The Port Authority of New York & New Jersey (PANYNJ), a Bi-State Authority serving the nation’s largest metropolitan area, builds, operates, and maintains some of the most important transportation & trade infrastructure in the country, is seeking a dynamic and experienced executive with proven leadership skills overseeing diversity and compliance programs, and a successful record of economic development, community building, and networking, to serve as its Chief Diversity & Inclusion Officer (CD&I).
As a member of the Authority’s senior management team, and as the Authority’s subject matter expert for inclusion of minority (MBE), women-owned (WBE), small and disadvantaged businesses (SBE, DBE), veteran (VBE), and LGBT suppliers, the CD&I will ensure an integrated alignment of Diversity and Inclusion (D&I) and business objectives, developing new business services and programs that enable performance, financial, capacity and operational growth for all such firms.
In that regard, the CD&I plays a key role to ensure the Authority’s 30% MWBE participation goal is met on major Port Authority capital projects, including JFK and Newark airport redevelopments, the Port Authority Bus Terminal, and a host of private sector developments.
Guiding the PANJNY’s Supplier Diversity Program, s/he will empower and utilize innovative and competitive diverse companies within the Agency’s supply chain, and develop new programs enabling MWSBEs to mature and grow to meet the future business partnership opportunities. Part of this effort is overseeing the Office’s community engagement related to supplier diversity in coordination with the Senior Program Director for Strategic Capital Initiatives.
S/he will also handle a broader communications program demonstrating the Authority’s D&I vision through intergovernmental relationships, public engagement, negotiating developer & tenant agreements, labor workforce programs, and compliance. S/he will work with stakeholders to establish and monitor diversity metrics, and report results to the Executive Director.
Internally, the CD&I will partner with the Chief Human Resources Officer to implement D&I strategies, programs, policies, and metrics that will attract, retain and promote a diverse workforce and foster inclusion. S/he will also manage a team responsible for Employment Opportunity (EEO) Compliance, training and other equity driven programs. This includes oversight of the Agency’s full compliance with all federal and state laws related to equity including The Civil Rights Act of 1964 and subsequent amendments including but not limited to Title VI, Title VII, and the Americans with Disabilities Act.
- Bachelor’s degree from an accredited college or university. Advanced degree in business, law, human resources, or public administration desirable.
- Currency on diversity programs and developments and strong contacts with other D&I leaders in the sharing of best practices and trends.
- Superior leadership abilities required through demonstrated record of increasingly responsible jobs.
- Ability to communicate how D&I contributes to core business strategy and results.
- Ability to develop a strategic vision and comprehensive plans and objectives
- Extensive experience in collaborating with others to envision and convey and inspiring, compelling, and relevant D&I future state.
- Experience with federal regulatory agencies, community organizations, community and business leaders, elected officials and constituents.
- A successful record of influence, community building, networking, and deploying effective programs for diversity and compliance.
- Knowledge of federal, state and local laws, regulations and guidelines related to affirmative action and civil rights enforcement.
- Knowledge of procurement and construction practices and strategies.
- Demonstrated success in achieving results through working with internal and external entities and stakeholders, managing conflict, building consensus, and facilitating problem-solving and collaboration.
- Ability to lead, motivate, mentor and develop staff.
- Ability to engender trust with business partners, employees, field representatives, other constituencies and stakeholders at all levels.
